Finally found something that works, I have no idea why PDFs continue to be so difficult to work with. This does everything you would actually expect a PDF reader to do without charging a crazy price. Mostly use this for batch processing, and combining pdfs from different sources into one file. Easy and it works, cool. Not much else to say.
