VicMan Photo Editor claims to be comparable to photoshop, but from the description of the software it seems to lack certain key elements that users of photoshop might be used to. This product would be compatible with someone who is looking for a very simple photo editing software.

VicMan's photo editor was last updated in 2007. I do not recommend this as an alternative to photoshop. There are better options than a 12 year old software that was last updated during WINDOWS VISTA.
If you want to edit photos either pay the money for photoshop or look for one of HUNDREDS of actual photoshop alternatives.
