NBMonitor Network Bandwidth Monitor from Nsasoft is a Windows utility for finding out what is using a network connection. It lists the active connections of the computer together with the processes that opened them, so a slow connection can be traced to a specific program, update service or background task instead of guessing.

Reveals which applications are consuming bandwidth at any moment.

For every connection the program shows the local and remote addresses and ports, the protocol and the current upload and download speed, and it keeps totals of the data transferred. The list updates live, can be sorted and filtered, and remote addresses can be resolved to host names, which helps to spot unexpected traffic from unknown programs.
