SQLiteStudio has allowed me to manage all my SQLite databases for Windows PC. Its interface is very intuitive and I have not even had to install it on my pc, thanks to the fact that it only downloads, unzips and runs, it is open source and free. And it also allows me to import files in an incredible variety of formats. I like their configurable colors and shortcut font.
