SteamFixer is a tiny freeware utility by Agam More that tries to repair a Steam client installation that does not work properly. It was written around 2009 for cases when users could not log in to their Steam account or when the Steam client refused to update itself to the latest version. The program carries version number 0.1, and its About box calls it the first SteamFixer program. It offers the following functions:

One-Click Repair
The main window holds a field for the path of the Steam folder and a Fix! button. After you point the tool to the folder where the Steam client is installed, a click on Fix! runs its general repair routine on that installation. The tool does not explain in detail which files or settings it changes, so its effect can differ from case to case.

SteamFixer offers a one-click repair attempt for Steam login and update problems, plus built-in help with common fixes.

Steam Folder Shortcuts
The Open Steam Folder button opens the Steam installation directory in Windows Explorer, so you can check your files or back up your games before any repair. The main window also includes a Remove Steam button for taking the client off the computer before a clean reinstall.

Built-in Help
The Help window lists common problems and suggested solutions. If SteamFixer itself gets stuck, it advises ending the SteamFixer.exe process in Task Manager. If Steam does not update itself when it starts, it suggests pressing Enter on the update screen so that the normal Steam client opens.

Reinstall Advice
For many other problems in Steam, the help suggests reinstalling the client after backing up your games, and it points to the official SteamInstall.msi package from the Steam website. For a bad connection to Steam, it recommends configuring the firewall or even turning it off for a while.

Portable Program
SteamFixer needs no installation. It is a single executable of about 20 KB that runs directly from any folder and can simply be deleted when it is no longer needed. The file properties show product version 1.0.0.0 and a 2009 copyright.

Limitations
The About box warns that the author is not responsible for any damage and that the program is used at the user's own risk. SteamFixer has not been updated since its first release, it was made for the Steam client of its time, and it may not work with the current Steam client. Download sites list Windows XP, Vista and 7 as supported systems.

SteamFixer is a simple, free helper for basic Steam client problems of its era. For current Steam issues, the official Steam Support site and a clean reinstall of the client are the more reliable options, which is also what the program's own help recommends for problems it cannot fix.
