There isn't a lot of technical knowledge required to use Wizard .NET Library; after all, it is a bunch of tools designed to make the customization process easier. I think the best way to learn to use this library is through videos on YouTube. They will have the best instructional videos for those that need it. If you are a little better than a beginner, then you'll have little trouble experimenting with designs as soon as you install Wizard .NET Library. I think it's great for those that really like to customize their system's look and feel.
