Pidgin for Windows is a communications tool. It does not offer a SIP service, but does offer the possibility to configure the app for SIP calls. This may be a drawback, as other services which are free do offer this as standard. Pidgin for Window's interface however is light and easy, and takes up little space on the desktop. It also has a free extension and is easy and quick to install. It is also highly customisable in its interface and has additional options which increases its flexibility.
